Senate Bill 695 became law in October of 2009 and allowed customers to once again participate in “Direct Access” for the first time since 2001. Unfortunately, the bill includes a provision which places a cap on the total amount of electricity which can be served by third party suppliers in each of California’s three main service territories. Customers who wish to participate must also notify their utility company in advance of their intention to switch suppliers.
